This page explains the main objectives of the programs supported by the Heinrich Böll Foundation (HBS) in Nigeria and they constitute to a good extent its guiding principles.

1. Overall Objective

The HBS Nigeria country programme contributes to the strengthening of an emerging, still fragile democracy that

  • undergoes a fundamental process of economic and structural reform,

  • still neglects women’s and human rights and

  • is characterized by a difficult, conflict-ridden and often violent environment.

Much of HBS's work in Nigeria is directed towards the advancement of democratic political participation, especially amongst disadvantaged groups.

In order to pursue its overall objective, HBS Nigeria primarily works with and through non-governmental organisations, whose capacities it tries to strengthen. Through different programme components HBS Nigeria supports the work of a number of “core partner organisations”, who have build up a sound record of performance over the years. Beyond this group, HBS Nigeria works with other NGOs on a short-term basis, constantly identifying new partner organisations whose ideas HBS Nigeria supports and whose capacity it tries to build, often involving close advice, support and monitoring by the office; some of them evolve into more long-term cooperation over time. Short-term cooperation also include projects by and with long-established NGOs on specific themes (within HBS Nigeria’s programme objectives) that emerge out of the context of the current work and the evolving political dynamics in the country.

2. Programs

Governance: Economic and ecological literacy in on-going reform processes

HBS supports the Civil society in Nigeria as they engage government on the economic, social, gender and ecological dimensions that are of major economic and political reform projects and thereby influence government policy decisions on these issues.

Women’s Rights and Human Rights

HBS seeks to strengthen the capacity of women and (other) vulnerable groups to realize their human and political rights as well facilitate the integration of gender considerations  into political debates and reform processes.

Conflict Management

HBS through this component attempts to facilitate the establishment or strengthening of mechanisms and/or institutions for conflict management in crisis-prone areas of Nigeria, especially on the local level with an increased participation of women.

Reflection, Dialogue, Networking

Knowledge and awareness of trends in civil society development in the country, and the quality and impact of work of civil society organisations in Nigeria is improved.
